Chief Minister Rekha Gupta has launched 502 refurbished Anganwadi-cum-crèche centres across Delhi and unveiled a new collateral-free loan scheme worth ₹10 crore aimed at empowering women entrepreneurs under the MSME (Micro, Small & Medium Enterprises) sector.
These moves are part of her government’s stated commitment to make Delhi a model state in terms of social infrastructure and women’s economic empowerment.
The refurbished 502 Anganwadi-cum-creche centres are specifically intended to support working women, by providing daycare facilities so that their children are looked after during the day. CM Gupta said these centres will allow mothers to better balance their employment opportunities and child-care responsibilities.
In a significant symbolic and functional shift, the government has redesignated Anganwadi/creche workers as “Mausis”. The term, meaning maternal aunt, is meant to better convey the affection, care, and nurturing that these workers provide. According to Gupta, there will be no Anganwadi “workers” henceforth, they will all be called Mausis.
During the announcement, CM Gupta described these refurbished centres as a “new line of peace in the lives of working and toiling mothers,” ensuring children receive nutrition and care while mothers pursue their employment and ambitions.
Alongside the daycare/childcare initiative, the Delhi government is rolling out a scheme under which women entrepreneurs in the MSME sector will be eligible for loans up to ₹10 crore, without requirement of collateral or security. The government will itself guarantee these loans. This is aimed at enabling businesswomen to start enterprises or scale up existing ones, helping promote self-reliance.
CM Gupta emphasized that the loan scheme is designed to provide “new strength to women” in pursuing entrepreneurship and self-employment.
These announcements touch on two very critical areas: childcare infrastructure and women’s financial empowerment. The refurbishment of Anganwadi-cum-creches addresses a long-standing challenge in India—lack of reliable daycare services for working mothers. Often, childcare responsibilities force capable women to drop out of the workforce, or limit their mobility and economic potential.
By improving the physical condition of these centres, and rebranding the caregivers as “Mausis,” the government is seeking both practical and social recognition of the role these workers play.
The MSME loan scheme without collateral represents a bold step. Many women entrepreneurs face barriers in accessing credit because of lack of land/asset security or formal documentation. By offering government-guaranteed, collateral-free loans of up to ₹10 crore, the scheme could unlock large-scale participation of women in sectors beyond micro business, potentially in manufacturing, larger service enterprises, and trade.
However, implementation will be key: ensuring low bureaucracy, timely disbursal, clarity of eligibility, and strong monitoring.

If Delhi can follow through, these programs may well set an example for other states seeking to combine childcare access with women’s empowerment in their developmental agendas.
