In a major relief for vehicle owners in Maharashtra, the state's Transport Commissioner has issued a circular to regularise online hypothecation removal services across the state.

This digital initiative aims to make the post-loan ownership transfer process completely online, eliminating the need to visit Regional Transport Offices (RTOs) physically.

New Vehicle Loan Update 2025: RTO Visits No Longer Required for Ownership Transfer

Until now, vehicle owners who repaid their vehicle loans had to visit the RTO with physical documents to remove the bank’s name from the vehicle registration. This meant standing in queues, managing paperwork, and sometimes even relying on agents.

Starting 2025, vehicle loan hypothecation removal can now be done online. With this change, once the loan is fully repaid, the vehicle ownership can be transferred from the bank to the owner's name directly via the RTO’s ‘Vahan’ portal, saving both time and effort.

What is Loan Hypothecation?

Imagine, Rahul, a software engineer from Nagpur who purchased a bike worth ₹1.5 lakh with a loan from a reputed bank. While the vehicle was registered in Rahul’s name, the bank had a legal right over the bike until he fully repaid the loan. 

This right is known as hypothecation.

In simple terms, loan hypothecation means the vehicle is pledged to the lender as security. Once the loan is cleared, the owner needs to remove this hypothecation to gain full ownership, which was traditionally done at the RTO. 

But now, Rahul can do it all online.

How to Remove Loan Hypothecation from Vehicle Registration Certificates in 2025?

Here is a step-by-step guide to digitally remove loan hypothecation:

  1. Loan Repayment: Once you've fully repaid your vehicle loan, visit the RTO portal or the Central Vahan portal.
     
  2. OTP Verification: Enter your vehicle details and request to remove hypothecation. An OTP will be sent to your Aadhaar-linked mobile number.
     
  3. Identity Check: Ensure that the Aadhaar card name matches the RTO registration name for successful verification.
     
  4. Bank NOC Request: After verifying identity, the RTO system will automatically request a No Objection Certificate (NOC) from your loan-issuing bank.
     
  5. Upload Documents: You will need to upload Form 35, loan closure letter, and other supporting documents.
     
  6. Final Submission: Submit the application online. The system currently supports hypothecation removal for 35-40 integrated banks through the Vahan portal.
