RR District Relaunches Micro-Business Loans for Disabled With No Bank Requirement
Is it possible for a disabled person to start a small business without a single rupee in hand? In Rangareddy district of Telangana, the answer is now closer to yes. After nearly a year of silence, the district administration has re-opened the loan scheme for persons with disabilities, offering direct financial help to those who were left behind in earlier rounds.
This initiative, revived on July 14 2025, follows complaints by several beneficiaries who were unable to apply previously. Now, with the deadline set for July 31, fresh applications are being accepted on the state portal.
According to a report published by The Hans India on July 19, 2025, a total of 42 loans were approved under this scheme so far, 41 loans up to ₹50,000 and one larger unit of ₹3 lakh.
The selection was made through a district-level committee after verifying online submissions. These loans are meant to support micro-businesses run by disabled individuals across urban and rural blocks of the district.

The scheme is managed under the Telangana State Welfare Department for Disabled Persons, with technical support through the TG OBMMS portal.
The first press releases didn’t explain how the government gives subsidies based on the loan amount. This system, called a sliding subsidy model, means the more money you apply for, the less of it is fully covered by the government.
Important details about this model are available from the Department for Disabled Welfare, Telangana. They help applicants understand how much money they can get directly from the government and when they will need to involve a bank for the rest.
A disabled applicant requesting ₹50,000 or less, for example, gets the full amount as a direct subsidy without any banking paperwork. Those applying for higher amounts need to secure a portion as a bank loan.
There are strict filters. Applicants must be residents of RR district with a disability of 40% or more. Age must be between 21 and 55 years, and annual family income should not exceed ₹1.5 lakh for rural applicants or ₹2 lakh for urban.
Each household can benefit only once every five years, a rule many previous applicants misunderstood.
The loans cover a wide range of business ideas such as tailoring units, petty shops, vegetable carts, and mobile servicing points, provided the applicant submits a clear plan.
All applications must be submitted online through the official portal by July 31, 2025. Documents such as a disability certificate, Aadhaar, income proof, and a business plan must be uploaded.

Loan disbursements are expected to take place within 15 calendar days after final approval. A local screening committee visits the applicants if required, before confirming their eligibility.
This scheme is part of a bigger national effort led by the National Handicapped Finance and Development Corporation (NHFDC), which works under the Ministry of Social Justice and Empowerment. NHFDC runs a program called “Swavalamban”, which offers low-interest loans to disabled people across India to help them start small businesses.
However, the scheme in Telangana goes a step further. For smaller loans, the state government gives the full amount as a direct subsidy, meaning applicants don’t need to take any loan from a bank. This makes it much easier for people from poor families because it avoids complicated bank processes, long delays, and extra paperwork.
This re-launch fills a big service gap left behind in the 2024 cycle, where many applicants were either unaware or excluded due to technical errors. The new window not only accommodates pending beneficiaries but also gives a clear system of support through online application tracking.
Applicants are advised to complete their submission well ahead of the deadline and prepare for physical verification where required. District officials have confirmed that if the current round sees good response, more units may be sanctioned in coming quarters.
With direct subsidies, transparent rules, and a government-backed portal, the scheme is expected to reach a larger base in 2025 than previous ones.
For those waiting years for small support to start a business, this restart is more than just a second chance. It’s a sign that public welfare schemes, if pushed correctly, can reach those they are meant for.
