In Andhra Pradesh, there are 45 RTOs. Citizens have to visit the RTO assigned to their district.
All RTOs in Andhra Pradesh deal with issuing licences, permits, certificates and other transport-related legal documents. It also collects the road tax.
For registration for any of the legal documents, a nominal fee is charged. The amount is way less than the penalty you would pay in the absence of the said document.
The RTO Andhra Pradesh is governed by the Motor Vehicles Act, 1988, and the Andhra Pradesh Motor Vehicles Rules, 1989. It looks after the vehicles and the drivers as per the acts and rules. It is responsible for road tax and various fees. It issues driving licenses, permits, and registration certificates after inspection of vehicles and drivers. So, in a way, they have control over which vehicle will be on the road and who will drive it. This makes the roads in Andhra Pradesh safe and more convenient to travel.

Functions of RTO Andhra Pradesh
The AP Transport Department and various acts & rules have clearly mentioned the functions of RTO Andhra Pradesh. As per the RTO, Andhra Pradesh is responsible for:
Registering motor vehicles (temporary and permanent registration) under the applicable Motor Vehicles Rules.
Collection of motor vehicle taxes and fees (e.g., registration fees, road tax, life tax, quarterly tax).
Enforcement of the Motor Vehicles Act & Rules. It includes inspections, issuing of fitness certificates for vehicles, checking pollution/emissions, etc.
Issuance of permits (for goods carriage, passenger vehicles, etc.).
Number reservation/assignment and maintenance of registration records.
Road safety. It looks after the regulation of driver conduct (e.g., via licensing), inspections, etc.
Andhra Pradesh has a road network of 1,23,334 kilometres. It is not easy to maintain safety and ensure the smooth functioning of such a vast road system without proper rules and regulations. That is why the Regional Transport Offices (RTOs) follow each of the mentioned rules and also offer online services.
Vehicle Registration Process at RTO Andhra Pradesh
