Do you know that the Andhra Pradesh government has completely digitalised their services? The citizens can apply for a registration certificate, driving licence and permits online. They don’t need to come to the RTO for every small inconvenience.

Functions of RTO Andhra Pradesh


The AP Transport Department and various acts & rules have clearly mentioned the functions of RTO Andhra Pradesh. As per the RTO, Andhra Pradesh is responsible for:
 

  • Registering motor vehicles (temporary and permanent registration) under the applicable Motor Vehicles Rules. 
     
  • Issuing Driving Licences (learner’s licence, permanent licence, renewals, duplicates, addition of classes, etc).
     
  • Collection of motor vehicle taxes and fees (e.g., registration fees, road tax, life tax, quarterly tax). 
     
  • Enforcement of the Motor Vehicles Act & Rules. It includes inspections, issuing of fitness certificates for vehicles, checking pollution/emissions, etc. 
     
  • Issuance of permits (for goods carriage, passenger vehicles, etc.).
     
  • Number reservation/assignment and maintenance of registration records. 
     
  • Road safety. It looks after the regulation of driver conduct (e.g., via licensing), inspections, etc. 


Andhra Pradesh has a road network of 1,23,334 kilometres. It is not easy to maintain safety and ensure the smooth functioning of such a vast road system without proper rules and regulations. That is why the Regional Transport Offices (RTOs) follow each of the mentioned rules and also offer online services.

 

Vehicle Registration Process at RTO Andhra Pradesh


The process for vehicle registration is quite simple. You just need to follow the following steps:
 

  • Submit an application in Form 20 to the Registering Authority (RTO) in whose jurisdiction you reside or do business.
     
  • Along with Form 20, provide the Sales Certificate in Form 21 (invoice from dealer/manufacturer) and a Road Worthiness Certificate in Form 22. If the vehicle body is separately fabricated, Form 22A is required.
     
  • Submit a valid insurance certificate, proof of address, proof of identity, PUC (Pollution Under Control) certificate, etc.
     
  • If the vehicle is imported, furnish a customs clearance certificate. 
     
  • For temporary registration (if applicable), this is issued while permanent registration is processed.
     
  • Vehicle inspection/verification by the RTO to check that the vehicle matches chassis/engine numbers and that the vehicle meets required standards. 
     
  • Payment of registration fees, road tax, etc., per the prescribed fees schedule.
     
  • On successful verification and payment, issuance of a permanent Registration Certificate (RC) (smart-card type).

After receiving your registration certificate, always note both the issue date and the expiry date. If you apply for an additional certificate after expiry, you will have to pay extra charges.

How to Get a Driving Licence in Andhra Pradesh?

If you want to drive on Indian roads, you need to have a driving licence. You can either issue it online or visit the RTO Andhra Pradesh office. The table below briefly explains the steps involved in both modes:

For online registration, follow the following steps:
 

  • Open the Parivahan portal.
     
  • From the “Select your state” dropdown, choose Andhra Pradesh.
     
  • On the next screen, click the second circular blue option labelled Apply for a Driving Licence.
     
  • After reviewing the instructions, click Continue.
     
  • From Select Appropriate Choice, choose your case. The options given are:
     
    •  holding a Learner's Licence
       
    •  holding a Foreign DL
       
    •  holding a Defence Licence
       
  • Complete the form with necessary details, upload documents, submit a photo, and book a test slot.
     
  • Pay the fee and keep the receipt for reference.
     

For offline registration, follow the following steps:
 

  1. Visit the Andhra Pradesh RTO and collect the Driving Licence application form.
     
  2. Fill out the form manually and attach the required documents.
     
  3. Pay the fees at the RTO counter.
     
  4. First, obtain a Learner’s Licence.
     
  5. After the mandatory holding period, appear for the driving test.
     
  6. Once you pass, the RTO will issue a permanent Driving Licence.

You cannot complete your driving licence application without these documents:
 

  • Filled DL application form (Form 2).
     
  • Proof of age (birth certificate, school leaving certificate, passport, etc.).

How to Pay Road Tax Online in Andhra Pradesh?

To pay the road tax, you don’t need to visit the RTO anymore. All you have to do is follow these steps: 

Step 1: Visit the official Andhra Pradesh Transport Department website or the Parivahan site, provide your vehicle registration number, and pick your RTO.

Step 2: Click Proceed, then under the services tab, choose Tax/Fee Payment.

Step 3: You’ll land on a new page where you need to enter details such as the vehicle registration number and chassis number.

Step 4: Select Get Taxation Search to view your application details.

Step 5: Click Pay Tax to see the available payment plans: yearly, half-yearly, or quarterly.

Step 6: Pick the desired payment plan and hit Proceed to Payment.

Step 7: Select your preferred payment method, accept the terms and conditions, and complete the payment.

You can pay the road tax while sitting at home. Also, make sure you have opened the official portal and that payments are done through it only/
