Govt employees and pensioners are being lured with “8th CPC salary calculator” links on WhatsApp. A fake APK steals OTPs and can wipe bank accounts fast. 

A new cyber fraud is piggybacking on the buzz around the 8th Central Pay Commission (8th CPC) and people’s urge to know their “revised salary”. Messages circulating on WhatsApp claim a “salary hike calculator” is available and share a link or APK file. Once installed, the app can capture sensitive data like OTPs and banking credentials, leading to unauthorised transactions. 

The risk is wide because pay commission changes affect a massive base, nearly 1 crore employees and pensioners, as highlighted in reports. The advisory trail is now growing, with banks and agencies warning people to avoid unverified links and apps.

The scam’s hook is simple. A WhatsApp message promises “8th CPC salary calculation” and nudges the user to download an APK named like “8th CPC Salary Calculator” or “Salary Revision Tool”. The Ministry of Home Affairs alert via I4C flagged a fraudulent WhatsApp campaign using a fake mobile application linked to the proposed 8th CPC. Reports also warn that the Government of India does not send such calculator apps through WhatsApp forwards.

How The Fake APK Leads To Account Drain?

The fraud works largely through APK sideloading. Victims are pushed to install an app that is not from a verified store. Once installed, the malware can misuse permissions, read notifications, intercept SMS, and capture OTPs. Then it can trigger banking or UPI transfers in the background.

A key point being repeated in coverage is that, right now, no online tool can accurately predict the final hike because the pay commission recommendations and approvals are still pending. The Financial Express noted “wide divergence” on the fitment factor, with reports suggesting it could range from 1.9 to 3.5, so any “exact revised salary” shown by a random calculator is unreliable.

Why 8th CPC Buzz Became Scam Fuel?

The scam surge is being linked to rising online chatter on 8th CPC timelines and likely pay impact. The Economic Times story on the “salary calculation scam” went live on February 18, 2026 and reported that fraudsters are siphoning off bank accounts by offering estimated hike figures. It also flagged bank guidance, including advisories from Bank of Baroda on staying safe from cyber frauds. 

On the policy side, employees are tracking official steps around the 8th CPC. Another ET report  covered what areas the 8th CPC will look at, adding to the search spike and speculation ecosystem scammers exploit. 
 


Meanwhile, pay-related updates are feeding curiosity. A LoansJagat report dated December 11, 2025 stated that the Finance Ministry told Lok Sabha on December 1, 2025 that DA will not be merged with basic pay under the 8th Pay Commission. 

The same LoansJagat report also mentioned a 3% DA hike effective October 1, 2025, impacting 49.19 lakh employees and 68.72 lakh pensioners. This kind of granular pay info often pushes people to search for “calculators”, which scammers then hijack.

The I4C alert under MHA has warned employees against the fake 8th CPC app and flagged the WhatsApp campaign offering a “salary calculator” for revised pay.

Bank of Baroda has advised customers to stay cautious online and verify authenticity before sharing personal or banking details, as cited in The Economic Times coverage.
Employee groups and staff circles are also voicing concern over panic and confusion, especially because estimates are floating without final recommendations, and that gap is being exploited by cybercriminals.
