Key Takeaways

  1. The coalition government in Andhra Pradesh provided interest-free loans worth ₹30.33 lakh to 18 farmers in Vinukonda. The loan program uses stored paddy as collateral, with the government taking on the entire burden of paying interest.

  2. Earlier, Andhra Pradesh launched the YSR Zero Interest Crop Scheme (from April 2021), which provided crop loans up to ₹1 lakh to farmers repaying loans in a year.

Interest-Free Loan Distribution to Break Farmers out of Moneylenders’ Web in AP

The Andhra Pradesh coalition government announced interest-free loans to 18 paddy farmers amounting to ₹30.33 lakh. The ceremony took place in the Vinukonda agricultural market yard. Chief government whip GV Anjaneyulu distributed the cheques personally.

As evident from the context, this step helps farmers refrain from borrowing money from private lenders post-harvest.

This provides them with finances free from heavy interest rates as a short-term measure. Unfortunately, the program only caters to 18 farmers at present. Therefore, scaling this project to the entire AP state becomes a priority.

Why Does It Matter for Millions of Farmers in India?

Indian farmers usually sell their produce post-harvest while prices are low. This type of scheme encourages them to store and sell produce later at better prices.

Farmers in India used to rely on private moneylenders and traders. These practices used to result in indebtedness and the exploitation of farmers. In this respect, this initiative directly aims at tackling this problem.

Here are the benefits of the scheme announced by the Andhra Pradesh government, apart from the loans:

“The main aim of the government is to protect farmers from debt by providing interest-free loans to meet their requirements for investments,” said expert GV Anjaneyulu.

Expert Opinion and Recommendations

According to the NABARD report, in FY 2024-25, total formal farm credit in India reached ₹28.98 lakh crore. The proportion of small and marginal farmers availing agriculture loans increased to 76% in 2023-24 (PIB).

The NABARD also reports that farmers receive an additional interest benefit of 3% due to timely repayments. It brings down the rate to 4%. State interest-free schemes bring the cost to zero.

Experts believe in the need to combine storage facilities and credit facilities to help farmers. Once farmers have opportunities to store crops and receive instant cash assistance, there will be no distress selling.

In this case, Vinukonda market yard serves as an excellent example. Therefore, the government needs to focus on increasing storage capacity for the next crop season and provide more farmers with assistance.

Conclusion

The interest-free loan distribution program is an important step for the AP government. It tackles multiple issues, such as a lack of cash and dependency on private moneylenders. The provision of crop insurance and free electricity helps farmers further.

However, 18 farmers in one town is far from being sufficient. Thus, the government should widen its program very soon.

FAQs

What measures can the Andhra Pradesh Government take for more farmers to obtain interest-free loans through their stored crops?

The Andhra Pradesh Government can increase storage facilities, involve more farmers in the scheme, and make banking more accessible to them. Also, quicker loan approval and greater awareness among village farmers can help them decrease their reliance on private lenders.

Are schemes like those implemented by Andhra Pradesh helpful in decreasing farmer debts?

Schemes involving interest-free farm loans can prevent farmers from taking loans at higher interest rates from private money lenders. Such schemes will allow them to store their produce until favorable conditions emerge to sell their crops.
