Key Takeaways

  • A Monaco-based firm, FOWE Eco Solutions, claims its water-based fuel technology can cut industrial fuel use by up to 10%, with trials at IOC’s Haldia and BPCL’s Mathura refineries showing early promise.

  • India imports nearly 88% of its crude oil. State-run oil firms are absorbing ₹1,000 crore in daily losses to keep fuel prices stable for consumers.

India Spends ₹1.7 Lakh Crore on Oil Imports. Could Water be the Fix?

India’s oil import burden is enormous. Oil marketing companies are absorbing ₹1,000 crore daily in losses to prevent price hikes from reaching consumers.

A Monaco-based company says mixing water into fuel could be a real answer against this backdrop.

FOWE Eco Solutions claims its patented Cavitech technology reduces fuel consumption by up to 10%. It does this without shutting down plants or changing engines.

FOWE COO Hemant Sondhi told PTI, “With India importing the vast majority of its crude oil, every litre saved directly protects foreign exchange reserves and reduces pressure on the rupee.”

What does this mean for Indian Factories, Ships, and Power Plants?

Two state-owned oil firms deployed FOWE’s Cavitech devices at their refinery and depot installations to test emulsified fuel oil. Trials showed a substantial reduction in emissions and better fuel efficiency. The refiners are now looking at tests for commercial use.

Here are the trial results reported so far:

The technology also targets India’s thermal power sector. Coal plants use heavy fuel oil during start-ups and shutdowns, phases known for waste and pollution. FOWE says its emulsion works in these phases without any hardware changes.

What Experts are saying: Promise Mixed with Caution?

The company says that global companies, including MAN Energy Solutions, Alfa Laval, and certification agencies DNV, ABS, TUV, and SGS, have engaged with and validated the company’s technology. That adds real weight to its claims.

But independent analysts are warning.

Analysts note FOWE is a private company, which means its full financial health is not available to the public. The company was reported to have zero revenue in FY25, which led to questions about its ability to fund large-scale deployments.

They add that claimed savings need stronger long-term validation across varied industrial settings.

Monaco-based Scorpio Tankers announced a contract to upgrade its fleet of more than 100 vessels with FOWE systems.

The move is expected to cut fuel costs by at least 3% and cut carbon emissions by 100,000 tonnes a year. That is a practical signal in the real world.

Conclusion

FOWE’s water-fuel technology is not a magic fix. But the early trial results from Indian refineries are hard to ignore. India needs every viable option on the table, with PM Modi already appealing for collective fuel conservation and OMCs bleeding daily losses. Whether this technology scales commercially is the real test ahead.

FAQs

1. Has anyone actually tested water-mixed fuel technology like the one IOC and BPCL are trying?

Yes. According to reported trials, IOC’s Haldia refinery and BPCL installations tested FOWE’s water-emulsion fuel system and saw fuel savings of up to 3.6% along with lower emissions. Independent tests on marine engines and boilers also reported efficiency gains of 6% to 10%. But experts say more extensive long-term commercial testing is required before mass adoption.

2. Can technologies like water-emulsion fuel help India reduce fuel costs with oil prices rising due to Iran tensions and Strait of Hormuz risks?

It’s possible, but only partially. Fuel prices can be hiked drastically due to geopolitical disruptions, and India imports around 88% of its crude oil from overseas. Water emulsion fuel technologies are aimed at improving fuel efficiency and reducing wastage in industries, ships, and power plants. Experts think such systems may help reduce fuel consumption, but they are no substitute for oil imports.
