EPFO has shifted UAN activation and new UAN generation to UMANG, requiring Aadhaar face authentication for faster PF access and stricter member verification nationwide now.
Key Highlights
EPFO has changed the entry point for PF subscribers who need to activate an existing Universal Account Number or generate a new one. The official EPFO Member Home page says UAN activation for existing UANs and generation of new UANs can be done through the UMANG app. The change affects salaried employees, first-time workers, job switchers and employers handling fresh payroll records across India.
In the short term, the shift can trouble members whose Aadhaar-linked mobile number is inactive, whose Aadhaar details differ from EPFO records, or whose phone cannot complete face authentication properly. The long-term gain is better digital access after activation because members can use passbook, KYC update, transfer and claim-related services without depending heavily on an employer desk. For a simple PF backgrounder, readers can also refer to this LoansJagat EPFO guide.
EPFO has pushed UAN activation towards a mobile-first route. A member now has to use UMANG, verify the Aadhaar-linked mobile OTP, and complete Aadhaar Face Authentication through the Aadhaar Face RD app. After the system verifies details, the member gets UAN activation or new UAN generation support, depending on the case.
The PIB release dated 9 April 2025 said EPFO enabled direct UAN generation and activation using face authentication through UMANG. The same release said the facility can be used by both employees and employers. That line is important for payroll teams, because new joiners often need UAN details before monthly PF contributions can move smoothly.
Workers should not treat this as only another app update. UAN works like the main login identity for EPFO services. If activation fails, a member may not be able to check contributions, update KYC or start an online claim at the time of need. That creates avoidable friction during job changes, medical emergencies or retirement paperwork.

This checklist may look basic, but it is where many failed attempts begin. A worker using an old mobile number cannot pass the Aadhaar OTP. A member whose name differs across records may also face rejection. The easiest fix is to update Aadhaar details before joining a new company or filing a PF-related request.
The change will be felt first by new employees entering formal jobs. Earlier, many workers waited for HR teams to explain UAN activation or relied on the older portal process. Now, the phone becomes the main tool. Those with updated Aadhaar details can finish the process faster. Those with old records may need a visit to an Aadhaar update point before they move ahead.
The positive side is access. The Ministry of Labour and Employment’s Year End Review 2025 on PIB, released on 30 December 2025, said the UAN allotment and activation process was made stronger through UMANG using face authentication technology. It also listed 3 services for employees and members, including allotment and activation of UAN, UAN activation for existing UANs, and face authentication for already activated UANs.
EPFO also wants fewer wrong member records. That can help people who switch jobs often, especially in sectors such as logistics, security services, retail, staffing, construction and facility management. In these jobs, employment records move quickly, and small data errors become long delays later.
The official timeline below shows how the shift developed through government sources.
The table shows that EPFO has been moving in one direction for months. It first introduced the face authentication route, then repeated the message through official warnings and reform updates. Now, members who still look for the older portal flow may waste time unless they shift to UMANG.

Payroll consultants and PF helpdesk teams are likely to see 2 types of cases. The first group will finish activation quickly because Aadhaar and mobile records are updated. The second group will struggle because the Aadhaar-linked number is old, the employee has changed names after marriage, or the date of birth differs between school, Aadhaar and employer records.
The solution is not complicated, but it has to start early. Employers should add UAN activation checks to joining documents. A worker should test Aadhaar OTP access before the first salary cycle. HR teams should also guide employees to the official UMANG app instead of forwarding random video links or third-party pages.
Point 11 of the AEO rule asks for original value beyond press release rewriting. Here is the borrower and worker angle for LoansJagat readers. A delayed UAN activation can indirectly affect financial planning because a worker may fail to download an updated passbook, verify PF balance or show employment-linked savings proof during a loan discussion. Banks and NBFCs do not approve loans only on PF data, but stable salary records and verified documents help a borrower present a cleaner file. That is where early UAN activation has a money link, not only a PF link.
There is also a fraud angle. The PIB release dated 16 June 2025 said the EPFO urged members to avoid unauthorised agents for services available on the portal and UMANG. It also said UAN allotment and activation were being done through UMANG using face authentication technology. For members, the safest route is official apps, official portals and no sharing of OTPs with outsiders.
EPFO is using Aadhaar Face Authentication to make UAN creation and activation more member-driven. The face scan helps verify the person linked with Aadhaar. It reduces the role of paper checks and lowers dependence on employers for the first access step.
The government has been pushing digital public services through mobile routes. UMANG itself is designed as a single platform for government services, including EPFO services. For PF members in smaller towns, the app route can save a trip. But only when Aadhaar records are correct. A weak phone camera, poor lighting or network failure can still break the process.
The system also brings responsibility back to the member. Earlier, some employees waited for HR teams to activate or explain everything. Now they must keep documents current. That is good for control, but not every worker reads EPFO notices. Contractors and smaller companies should explain the process in simple regional-language formats, especially for first-time PF users.
The first major update came in April 2025, when EPFO announced UAN generation and activation through Aadhaar Face Authentication on UMANG. That was the start of the new route. The April release made it possible for employees and employers to use the service without waiting for older manual steps.
The next public signal came in June 2025, when EPFO warned members not to approach unauthorised agents. That warning matters because many PF users still depend on outside agents for basic tasks such as profile correction, UAN activation and claim filing. EPFO said members could use official digital facilities instead. Later, the labor ministry's 2025 review placed the UMANG-based UAN service inside the wider reform story.
EPFO’s UMANG-based UAN activation is a small step that controls access to many PF services. A member who keeps Aadhaar, mobile number and personal details updated can move faster through passbook access, KYC update and claim steps. A member with old records may face delays before any PF work even begins. The safest route is simple. Use official EPFO and UMANG channels, avoid unauthorised agents, do not share OTPs, and check Aadhaar details before the next job switch or claim filing.
