A contract was signed by MDL and Tamil Nadu. It failed to deliver its end. MDL is now considering a project in Andhra Pradesh worth almost twice the value of the earlier project. This is the second big-ticket project to migrate from Tamil Nadu to Andhra Pradesh recently, the first one being a ₹5,200 crore DRDO-linked defence manufacturing facility.
But Tamil Nadu is losing out not only in financial terms. The MDL shipyard was expected to create 45,000 job opportunities which would have benefited people in Thoothukudi.

The Andhra Pradesh government and Visakhapatnam Port Authority have already formed a Special Purpose Vehicle called NSHIP-AP Ltd to drive the project forward. The groundwork is done. MDL just needs to complete its site visit and say yes.
KER Raghunathan, National Chairman of the Association of Indian Entrepreneurs, said, “We are talking about two government-backed projects that were earlier discussed in Tamil Nadu but have now gone to Andhra Pradesh. In such cases, these are not purely private investment decisions. They involve central government agencies, PSUs, and state governments working together.”
His point is clear. When a state government moves slowly on a central PSU project, it does not just lose money. It loses the political and economic leverage that comes with hosting strategic infrastructure. A final decision on the anchor investor is expected after MDL completes its site evaluation at Dugarajapatnam. Andhra Pradesh is ready. The question now is whether MDL formally commits.
Tamil Nadu had the deal. It did not convert. Andhra Pradesh stepped in with a larger offer and faster groundwork. The site is secondary for India’s shipbuilding initiative in the Maritime Amrit Kaal Vision 2047, but for 45,000 aspiring workers, it is about who does it first.
Why did the ₹29,253 crore Mazagon Dock shipbuilding project move from Tamil Nadu to Andhra Pradesh?
MDL signed an MoU with Tamil Nadu in September 2025 for a greenfield shipyard in Thoothukudi. Tamil Nadu did not follow up. Andhra Pradesh already had an SPV ready, land identified at Dugarajapatnam, and a ₹5,289 crore government commitment in place. MDL moved where the groundwork was done.
How does a central PSU like Mazagon Dock shift a major project from one state to another?
There is no formal transfer process. An MoU is not a binding contract. If a state government does not act on land allocation, clearances, or infrastructure commitments within a reasonable time, the PSU can walk away. MDL’s board approves the investment decision, and the company then approaches a state that is better prepared.
