Vehicle Registration Process at RTO Bettiah

As per the rules under the Motor Vehicles Act, 1988, vehicle registration can be done online via the Parivahan portal. Follow the following steps for each case:

  1. Visit the official Government of Bihar website and scroll to the bottom.
  2. Under the Departments section (blue colour), click on the Transport option, which is present at the bottom of the fourth row.
  3. Now you are facing the official Transport Department portal of Bihar.
  4. Scroll down until you see the Online Services section in green colour. 
  5. Click on the RC Services option, which is the second option in this section.
  6. The page that you will be viewing now is the Parivahan portal. There, take your cursor to the Apply for New Registration tab, which is the fourth one in blue colour.
  7. Now, choose the option most suitable for your situation. These are the options:
    1. For NOC Issued Vehicle’: Your vehicle should be issued by NOC, and you must have your Vehicle Registration Number. 
    2. ‘For Temporary Registered Issued Vehicle’: If your vehicle is temporarily issued and you have the Temporary Registered Number, click on this option.
  8. Fill the registration application form, mainly Form 20. 
  9. Upload required documents. 
  10. Pay fees and taxes online. 
  11. Book an inspection slot/appointment at your local RTO. 
  12. Visit the RTO for vehicle inspection & verification with originals.
  13. RC / registration certificate is issued.

Other than these charges, you will have to pay road tax (8%-12% on the total cost of the vehicle), ₹200 for the smart card format. Road tax can vary greatly, so always carry cash with you, in case UPI does not work.

How to Get a Driving Licence in Bettiah?

You need to have a driver's licence to be legally qualified to be on the roads with your vehicle. You can issue a driving licence, both online and offline. The table below briefly explains the steps involved in both modes:

  2. In the centre of the page, you will see the " Select your state section option. When you click on it, a drop-down list of Indian states will appear. Select Bihar. 
     
  3. On the next page, select the second circle-shaped, blue coloured option, which says: Apply for a Driving Licence.
     
  4. On the next page, you will have a layout for the further steps, like filling in the details, uploading documents, photos, signature and more. 
     
  5. Read them and then click on Continue.
     
  6. From the Select Appropriate Choice section, select one of the suitable options:
    1.  holding a Learner's Licence
    2.  holding a Foreign DL
    3.  holding a Defence Licence
       
  7. Now fill in the required details, submit the documents and photo and book a slot for the DL test. 
     
  8. Once you have made the payment, take the receipt. 
     
  9. Appear for the Learner’s Licence test. If you pass it, appear for Driving Licence test between 1 month to 6 months from the time you received your learner’s licence.
     
  10. Once you pass the Driving Licence test at the RTO, you will become eligible to get your Driving Licence.

Offline

1. Visit RTO Bettiah. Ask one of the officers for the driving licence application form.
 

2. Fill in the form, attach documents and pay the fees at the RTO itself.
 

4. Take a learner’s licence test first, if you don’t already have one.
 

5. After holding a learner’s licence for the prescribed period, appear for the driving test.
 

6. On success, a permanent Driving Licence is issued.

  2. Under the CORE SERVICES section, select the 4th box, which says: the Tax & Fee box and then select your state. 
  3. On the next page, there is a box with the title: Choose Option To Avail Services. Enter registration number, select Bihar state and choose BR-22 Bettiah RTO.
  4. Enter vehicle details (type, fuel, engine capacity, age).
  5. The system automatically calculates the road tax.
