  • Level 3: Banking Ombudsman escalation process

To simplify and strengthen the customer grievance redressal system, the Reserve Bank of India (RBI) introduced the Integrated Ombudsman Scheme, 2021.

This scheme consolidates the following earlier frameworks:

  • The Banking Ombudsman Scheme, 2006

  • The Ombudsman Scheme for Non-Banking Financial Companies, 2018

  • The Ombudsman Scheme for Digital Transactions, 2019

 

The Integrated Ombudsman Scheme aims to provide a single, simpler, and more responsive dispute resolution mechanism for customers.

 

Grounds for Filing a Complaint with the Banking Ombudsman

A customer can file a complaint with the Ombudsman under the following conditions:

  • L&T Finance Limited (LTF) has wholly or partly rejected the complaint.

  • The response received is unsatisfactory.

  • No response is received within 30 days from the date of filing the complaint with LTF.

Important: The complaint must be filed within one year from the date of occurrence of the issue or the date of final response received from LTF.

 

How and Where to File a Complaint

  • Complaints can be lodged online through the RBI’s portal: https://cms.rbi.org.in/

  • Complaints can also be submitted in electronic form or physical form (postal mail or hand-delivery).

  • All physical complaints must be addressed to the Centralised Receipt and Processing Centre of the RBI.

 

Process After Filing a Complaint

  • If the Ombudsman issues an award (decision) in favour of the customer, the customer must submit a letter of acceptance to L&T Finance Limited within 30 days from the date of receipt of the award.

  • Upon receiving the acceptance letter, L&T Finance is required to comply with the award within 30 days.

 

Right to Appeal

 

If the customer is not satisfied with the Ombudsman’s decision (either the award or rejection of the complaint), they have the right to appeal within 30 days to the Appellate Authority, which is the Executive Director of RBI in charge of administering the scheme.

 

Note:-
 

  • The Ombudsman or Deputy Ombudsman may reject complaints that are not maintainable under the scheme.

  • This is an Alternative Dispute Resolution Mechanism.

  • Customers are free to approach any court, forum, or authority at any stage. However, if a customer chooses to approach another forum, they cannot simultaneously pursue the matter through the RBI Ombudsman.
